Declasse Premier Classic Taxi based on a sedan from Max Payne 3

Replaces Taxi by default.

Add vehgenbrakehub.png texture from "Alternative textures" folder in vehicle.txd if ImVehFt is not installed.
- Realistic enviroment reflection.
Add the reflection textures in vehicle.txd from "Alternative Textures" folder if you use GFXHack.

Carcols.dat settings (...GTA San Andreas\data). Remove the default line and add this line in car4 section:
